Would  the absence of investments be assessed negatively under the “maturity” and “well-defined investments” sub-criteria of the Work Plan criterion?

Absence of investments will  not  be assessed negatively under the “maturity” and “well-defined investments”. It should, however, been well explained, that no installations are needed for the test , all installations for the test are already available or provided by other sources of funding etc.
