Does the project have to be based on the results of a pre-existing European project, or is it possible to propose a project based on a new approach? If the project does indeed have to be based on one or more pre-existing European projects, do the project leaders of those projects have to be part of the consortium, or is it possible to build on their results without their direct involvement?

This call for proposals is aimed at capitalisation projects. For this reason, the project must be based on at least one deliverable from the database shared by all programmes participating in this call: https://interreg-euro-med.eu/en/call-7-mediterranean-multiprogramme-mechanism-coordinated-call/ 

The project leaders need not necessarily be part of the consortium, although this is preferred where possible. They may also be an associated partner. If neither option is possible, a prior discussion must have taken place to ensure that the ‘donor’ partner is willing to share the information required for the transfer (see the call for proposals’ terms of reference).
