  • Partner declaration forms need to be submitted and the forms can be exported – downloaded from the export section of JEMS, but ONLY AFTER THE SUBMISSION OF THE APPLICATION. Does this mean that partner declaration forms, including lead partner declaration forms can be submitted after the deadline for the submission of project applications on the 27th of October? Also, can you confirm that deminimis declaration forms need to be submitted as well? If this is the case, where can I find the template of the forms, can the forms be downloaded before the submition of the application form and what is the deadline for submitting them?
  • Should the partner declaration be signed on letterhead of partner that signs the document?
  • De minimis declarations are automatically created when downloading the Declarations, shall they be completed by all partners, even if not concerned?
  • Can Partner and De Minimis Declarations be signed electronically?
  • Which kind of electronic signatures are recognised?
  • Is it necessary to add a copy of the identification document of the person in charge to sign a declaration?

  • Which organisations are to be considered as “institutional partners” in study projects?
  • Can I consider that obligations related to investment concerning the “assessment of expected impacts of climate change for all investments in infrastructure with an expected lifespan of at least five years” are covered by the carbon footprint tool provided by the programme?
  • What is the definition of an investment in the sense of the Programme?
  • What is the flexibility in case we want/need to change the installation location?
  • Since the Governance Projects are not yet chosen, how can we identify them in the AF? Or should we only choose from last years/period?
  • Should we have the whole AF in French and English? Also, if we have our proposal in English, should we just copy-paste the parts in the French version?
  • In case a project proposal has Communication activities that are horizontal, meaning that they will be common for all thematic WPs (eg. a conference related to all Thematic WPs), in which Thematic WP should be included and budgeted?   • Why there is a “investment documentation” section in the application annexes? Is it mandatory to attach some documents about the investments?

  • I have created an investment in a workpackage by mistake, but I can no longer delete it. What should I do?
  • All the fields of the Application Form are filled but the “Check and submit” button still sends back that some sections are missing. What can I do ?
  • In the budget section in Jems, regarding staff costs category, what should be included in the “staff function” cell?
  • In the Staff costs section of partners’ budget, what should be included in the “price per unit” field, considering that there is no field dedicated to the “number of units” and “Unit type”, as indicated in the Jems guide?
  • Is it possible to attach pictures to the explanations?
  • I cannot find the country of the partners in the list of countries (section B.2 of the application form)
  • In our project, some SMEs (non partners) will obtain services from the project partners in the framework of pilot implementations. Those beneficiaries will be selected following an open call under pre-defined criteria. Those services have a maximum budget of 8400EUR (VAT included). How should we answer the question II.2 in the state aid section in JEMS? If the answer is YES, is GBER Article 20a the relevant scheme?
  • Can other project partners help with filling out the application form in Jems as well? If yes, what is the procedure for this authorisation? Does the Lead partner have to create an account and the AF for the project in Jems first and then give authorisation to the other partners?
  • Where should we insert the information related to the bank account as requested by the Terms of Reference?
  • The links to access JEMS user manual, helpdesk and tutorials are not working.
  • Regarding travel budget, why does Jems add automatically 22% of staff costs to the flat rate? When it is for EU locations the system indicates 15%. So is it possible for Jems user to change in this case 22% to 15%?

Could you confirm?
  • Where can we find the Associated Partners declaration template?
  • How long does the selection process take and what happens if a partner is selected in more than one proposal?

  • Do we have to attach Financial identification to the Jems before submitting the application or will it also be generated by Jems after the submission of the application? Is financial identification mandatory for all partners?
  • Is student internship an eligible cost for staff costs?
  • Is the Template ” Statement of capacity and compliance with the principles for investment ” available?
  • Is it possible that a private operator retain the owership of an investment after the project?
  • As part of a pilot action, if the whole costs fall under the category of external costs, but it is linked to concrete measures on a pilot area, do we need to fill out the section “Investment”?
  • In the equipment costs section, what is the difference between “laboratory materials” and “machines and instruments”? Can laboratory materials be understood as current lab consumables (e.g. glassware, reagents, etc.) and machines and instruments as large equipment (e.g. measuring apparatus such as microscopes, spectrophotometers, etc.)?
  • Shall staff costs be entered at the level of individual staff members and per period, or as a total amount per period only ?
  • Can an item of equipment be considered as an investment, only if it will remain in use after the project?
  • Can project partners foresee a tool for collaborative work?
  • Is VAT eligible for the Programme, if the total cost of the operation is lower than 5M€, for all partners, including private entities that can recover VAT on the basis of their national legislation?
  • Regarding the source of co-financing, in relation to what is reported in the Programme Manual, is it possible for a partner with a private legal status to contribute with 20% co-financing from public sources?
  • What proof should be provided (and when) if a partner expects to receive a grant to cover all or part of the 20% co-financing (convention, agreement…). If the grant is not certain, is it possible to indicate that the 20% will be covered by self-financing, even if it means receiving the grant later?
  • In the framework of a test projet where the pilot activities consist in the organisation of workshops, shall the purchase of consumables needed for the workshops be considered as an investment?

For instance, the small scale investment is a small solar plant – do we have to input costs for every part of the equipment (solar panels, inverters,…) or can we put down a sum of costs for equipment in one line?
  • One of the planned costs will be solid wood for building and seedling/saplings of selected (tree/shrub) species. Are both costs eligible?

Project content

  • Is there a limit to the number of activities on each WP?
  • How an investment for a local pilot case can ‘ be transnational by nature’?
  • Shall we add a specific activity on carbon footprint monitoring in ONE Work package or in ALL Work packages?
  • Is it mandatory that at least one WP will last for the whole duration of the project?
  • In the final partnership, can there be project partners that do not implement a pilot in their territory? Meaning their collaboration in the consortium would be dedicated to other aspects.
  • Concerning the transfer projects, is it relevant to transfer the results of a single past project or rather several projects?
  • Does the “carbon footprint monitoring” activity have to be included in the workplan or do we take it for granted as with the project management activities new format? If we have to include it in the workplan, do we allocate this activity to any WP we deem relevant?
  • Can mandatory activities be added as separated activities/WP or do they need to be embedded in the technical activities?
  • In case we would like to organize a final meeting or symposium to communicate all the results/outputs of the project, do we have to mention it in each WP?
  • Will the carbon footprint monitoring and offsetting tool be available soon? 
  • According to the manual, ”In order to facilitate the closure process, the Programme recommends to complete the activities related to the implementation of the activities 3 months before the end date of the project” therefore how we will deal with this in the timeplan? we can pose as end date to activities that last during the whole lifecycle until the end of the project but we are considering all our deliverables to be delivered 3 months before? Concerning the budget, shall we have just limited costs for the 3 last months regarding administrative and financial issues?
  • If a project develops a strategy, which contains one Action Plan for each territory, when completing the target number for the Result indicator uptake of strategy, should we indicate: 1 (1 jointly developed strategy) OR the number of territories that will take it up?
  • Could tested tools and methodologies be adapted/modified up to a level in order to be included in transfer projects?
  • Can one project produce both jointly developed solutions and jointly developed strategies / action plans? Or shall it focus on one output indicator only?
  • Is the duration of the closure period included in the total duration of the project already set? How long shall it be?
  • According to ToRs “Test projects experiment common instruments, policies, strategies, and action plans already developed to validate concrete solutions to be transferred to a larger number of beneficiaries and territories”. These instruments, policies, strategies, and action plans must have been developed by one of the testing project’s partners? Or they could be developed by others (third parties) whose results have been disseminated and are included in relevant literature? In which section this available knowledge must be documented in?
  • Shall the mandatory activity “monitoring the project carbon footprint” and “contribution to the result amplification strategy » be a stand-alone activity in the work plan or be described in the already present activities?
  • WPs for project management and for communication activities are not foreseen and should be budgeted in the WPs related to the project implementation. Where should those activities be mentioned and budgeted? Where should the deliverables for those activities be indicated?
  • As the MED ACADEMY is an “obligatory” activity to the project, is there a need to have it as a stand alone activity or can we have it as part of a “Capacity Building” mega activity ?
  • Should each activity have at least one deliverable ?
  • Can we add an extra explanation in the specific objective of each Work Package besides what is already specified in the Result Amplification Strategy ?
  • Will projects include civil society (associations, citizen groups..) ?
  • Is there a specific attention given to cities and metropolitan areas ?

  • Is piloting expected from study projects?
  • The Terms of Reference of Call 02 states “Test projects are expected to experiment common instruments, policies, strategies and action plans already developed to validate concrete solutions to be transferred.” What can be considered as ‘common instruments, policies, strategies and action plans already developed’. Can those only be papers or documents ? Or could an already developed methodology, tool, or technology be considered as an ‘instrument’ and therefore be appropriate if we were to test it in a different setting or environment?
  • Is it also foreseen for test projects to conduct transfer and capacity-building activities themselves or will this be facilitated and implemented only by the project type that facilitates results amplification, e.g., governance projects?
  • Is there a maximum duration of the project in the second call?
  • Is a study phase recommended before testing and transferring the project or can it be based on experience?
  • Are small-scale projects foreseen in future calls?
  • Are governance projects linked to the Programme’s missions and how many will be approved?
  • Are there restrictions for the participation of governance projects’ partners in thematic projects ?
  • Will there be a Governance platform similar to PANORAMED or will Governance projects play this role?
