Can an organisation legally based outside the cooperation area of the Interreg Euro-MED Programme, but which depends on one of the 14 States of the Programme, be a project partner and benefit, as such, from a funding from the Programme?

A structure legally based in a Region outside the cooperation area of the Interreg Euro-MED Programme (69 eligible regions) but which depends on one of the 14 States of the Interreg Euro-MED Programme (e.g. structures located in Lille, Paris, Porto, Santander, etc) can be a partner co-financed by the Programme (it cannot be a lead partner). On the other hand, an organism based in the USA for instance, even depending from an organisation based in the cooperation area, will not be eligible as such. Please refer to the section on partnership eligibility in the Programme Manual (Chapter I. B. Building my partnership).

Thus, a structure relevant to the partnership can be based in Coimbra (Portugal) and benefit, as a partner and not as a lead partner, from funding by the Programme (subject to the respect of the other eligibility rules).
