  • When will the Programme manuel be available on your website ?

  • The PDF version of the application form, exported from Jems, does not include a page for signature. How can I sign it?
  • I have an error when opening the partner declaration or the partner budget, downloaded from Jems. What should I do?

  • How can I change my password in Jems?

  • How can I identify the UN SDGs indicators related to the mission, I want to address with my project?
  • Should a project aim to one or more missions in general and target precisely one or more specific objectives ?
  • Are modular projects also related to missions? Some examples?
  • How many Thematic Community projects will be supported? Are they related to missions?
  • What is the difference between missions and specific objectives ?
  • How do the missions work? Are they like the thematic communities from the 2014/20 programming period?
  • Is the concept of missions the same as in the Horizon Europe Programme ?

Partnership

  • Where to find the partners’ declarations ?
  • What does the IPA area of the Programme include?
  • As stated in the ToR for Governance projects (page 23), there must be a minimum of six partners based in different countries that belong to the Interreg Euro-Med eligible area, and that at least 1 of them must be based in the EU area (NUTS2 regions) of the Intereg Euro-Med space and 1 in the IPA area. In both the webinar and the info session of Spain, a reply to a similar question was given that the minimum criteria B1 is only met if 6 partners are from the Interreg Euro-Med area (69 regions). Could you confirm?
  • Where can we find the Associated Partners declaration template?
  • How long does the selection process take and what happens if a partner is selected in more than one proposal?
  • Will a database of potential partners, interested organisations will be enabled (on a voluntary basis and respecting GDPR)?
  • Do the EGTC representing at least 3 members from 3 countries are considered by the Programme as 2 stakeholders from 2 members stated or just one?
  • Will there be a process for Lead Partners and interested Partners and Associated Partners to share ideas and potentially join up?
  • One of the most important bridge of projects with innovation and business actors are the SMEs and the private sector. Why aren’t they included as preferable?
  • If a project is selected and one of the partner quits over another project, is the consortium obliged to add a similar type of partner and what is the deadline to do so?
  • Which partners or how many can change every 2 years?
  • If the applicant / partner is an NGO, is there a criterion for the age of the organisation?
  • Could a project partner from an IPA territory participate as co-funding partner?
  • Is it possible to have more than one partner from the same country to participate in the same proposal?
  • Can Lead Partners be from IPA countries?
  • Is there a limitation of partner per country?
  • In addition to participating in the dissemination of the project’s results, should the associated partners also commit to testing the tools that could be developed within the project? 
  • Can SMEs participate as project partners?
  • What are the opportunities as associated partners for South Mediterranean countries ?
  • Can networks based in Brussels be partners? Is there still a a 20% available for EU partners outside the Mediterranean? Absence of 20% limit means there is no upper limit for partners out of MED area ?
  • Is it possible to participate in different kind of projects (modular, strategic territorial, thematic community, institutional dialogue) for one partner? Are there any restriction?
  • What characteristics the lead partner of a project needs to have ?

Project budget

  • Can each partner choose its own cost option regarding travel and accommodation costs?
  • Are preparation costs still in order for projects proposals?
  • Are travel costs accounted as a flat rate now?
  • Do indirect (administrative and office) costs remain as a flat rate of 15% of the staff cost?
  • Do state aid rules apply for the 1st call on Governance projects?
  • Is there a limitation in the budget for same country partners?
  • Has the percentage of co-funding changed compared to the 2014-2020 programming period ?

Project content

  • As the MED ACADEMY is an “obligatory” activity to the project, is there a need to have it as a stand alone activity or can we have it as part of a “Capacity Building” mega activity ?
  • Should each activity have at least one deliverable ?
  • Can we add an extra explanation in the specific objective of each Work Package besides what is already specified in the Result Amplification Strategy ?
  • Will projects include civil society (associations, citizen groups..) ?
  • Is there a specific attention given to cities and metropolitan areas ?

Project typology

  • Are governance projects linked to the Programme’s missions and how many will be approved?
  • Are there restrictions for the participation of governance projects’ partners in thematic projects ?
  • Will there be a Governance platform similar to PANORAMED or will Governance projects play this role?
  • When will the calls for thematic projects be open (projects for Smarter and Greener MED and for strategic territorial projects?
  • Apart from diffusion of results to other territories, which are the differences between thematic and governance projects? In terms of participating institutions, budget, etc?
  • Does strategic territorial projects have to deal with study, test and transfer modules or can they choose 2 out of 3 modules ?
  • Could Thematic projects combine different modules for example testing and transferring?

Specific questions for the first call

  • Could you please clarify where the information regarding the project’s budget is detailed, in particular for the Call for proposal on Governance Projects?
  • Concerning the first call for proposals and regarding the budget for external expertise and services, should we detail the budget forecast of external for the 4 first semesters only, and leave the overall remaining amount of external in the smester 5 without reallocating among the rest of the years and without any details in these costs?
  • Should governance projects be based on the results of previous projects?
  • Regarding the 1st call on Governance projects, in the application form, are you expecting an 80-months working plan or a shorter one?
  • Could you please provide a comprehensive list of mandatory activities for Thematic Community and Institutional Dialogue projects ?
  • Can we include the mandatory activity “Coordinating with TCP or IDP and JS” in only one Work Package (WP)?
  • Who is eligible for governance projects? What is the typology of partners for governance projects? Are governance projects only open to institutional actors?
  • What type of partners are expected in an institutional dialogue project? Are you expecting only institutional partners?
  • How many governance projects will be approved?
  • What kind of partners are expected for the 1st call on Governance projects?  
  • Are the governance projects addressed mainly to organisations that were already partners in MED projects from the previous programming period?
  • Are SME’s eligible as partners in the 1st call of Governance projects?
  • In the 1st call ToRs it is written that one partner can participate as Lead Partner or partner in only one project. Does this also apply to universities, that are large entities integrating different departments and institutes?
  • Is it possible to be full partner in IDP and associated in the TCP?

Where can we find the Associated Partners declaration template?

The associated partner declaration template is not yet available.
It is still under validation, but it will be available soon to allow its submission before the closing of the current call for proposals.
