Tests projects – focused by the Call 8 – are “designed to implement and test concrete solutions, strategies or action plans under real-life conditions, in order to demonstrate their effectiveness and prepare their possible uptake, transfer or scaling-up in other Mediterranean territories”.
Therefore, the partnership should involve both organisations directly operating on the pilot sites and institutional or governance-level actors, ensuring a strong combination of operational and strategic capacities, and scientific partners if needed.
Indeed, as stated in the Terms of Reference of Call 8, “to maximize the chances of successful implementation and uptake of results, Projects are expected to mobilize actors directly involved in policy implementation and territorial management, ensuring that partnerships possess the operational competences, institutional legitimacy, and technical capacities necessary to produce realistic and durable outcomes.”
The key point is therefore to demonstrate that the partnership combines the necessary operational capacities to carry out the testing activities on the selected pilot sites with the institutional and governance capacities needed to facilitate the uptake, transfer and potential scaling-up of project results.
