The lead partner in an Interreg Euro-MED project must be a public or public equivalent organisation; a start-up cannot therefore act as lead partner (see Programme Manual – Section 1.B. Partnership).
Interreg Euro-MED programme does not impose any specific restrictions on private partners, apart from the requirement that the Lead Partner must be a “public body or a body governed by public law”. For further information, see section I.B “Building my consortium” of the manual.
Apart from this, it is the corresponding Member State that verifies the financial capacity of partners, so we would recommend that you contact your National Contact Point (NCP). You can find them in our website Who we are – Programme Interreg Euro-MED under “Programme bodies”.
