Can a national sectoral association be a PP if their head quarters are not located in Interreg Euro-MED cooperation area?

As long as their headquartes are located in a country in the European Union and the activities have an impact in the Programme’s cooperation area, the partner is eligible. However, as its headquarters are in a region outside the cooperation area, it doesn’t count for the calculation of the minimum of 5 countries needed to participate in the call.
