When the Programme mentions the IPA area, it refers to the Interreg Euro-MED IPA area, i.e. Albania, Bosnia-Herzegovina, Montenegro and North-Macedonia.
Thus, a partner from an outside EU country or a Euro-MED programme IPA beneficiary State can only be an associated partner as a third country.
