The Lead Partner (LP) has to be a public body or a body governed by public law (according to the definition of Directive 2014/24/EU). Private institutions or international organisations acting under international law cannot act as Lead Partners. Generally speaking, the Lead Partner needs to have sufficient management and human resources to handle the coordination with its whole partnership. Several tasks will be the sole responsability of the LP during the life of the project. Different expectations will apply depending on the call for proposals.
