Project budget
- Do we have to attach Financial identification to the Jems before submitting the application or will it also be generated by Jems after the submission of the application? Is financial identification mandatory for all partners?
- Is student internship an eligible cost for staff costs?
- Is the Template ” Statement of capacity and compliance with the principles for investment ” available?
- Is it possible that a private operator retain the owership of an investment after the project?
- As part of a pilot action, if the whole costs fall under the category of external costs, but it is linked to concrete measures on a pilot area, do we need to fill out the section “Investment”?
- In the equipment costs section, what is the difference between “laboratory materials” and “machines and instruments”? Can laboratory materials be understood as current lab consumables (e.g. glassware, reagents, etc.) and machines and instruments as large equipment (e.g. measuring apparatus such as microscopes, spectrophotometers, etc.)?
- Shall staff costs be entered at the level of individual staff members and per period, or as a total amount per period only ?
- Can an item of equipment be considered as an investment, only if it will remain in use after the project?
- Can project partners foresee a tool for collaborative work?
- Is VAT eligible for the Programme, if the total cost of the operation is lower than 5M€, for all partners, including private entities that can recover VAT on the basis of their national legislation?
- Regarding the source of co-financing, in relation to what is reported in the Programme Manual, is it possible for a partner with a private legal status to contribute with 20% co-financing from public sources?
- What proof should be provided (and when) if a partner expects to receive a grant to cover all or part of the 20% co-financing (convention, agreement…). If the grant is not certain, is it possible to indicate that the 20% will be covered by self-financing, even if it means receiving the grant later?
- In the framework of a test projet where the pilot activities consist in the organisation of workshops, shall the purchase of consumables needed for the workshops be considered as an investment?
- Is a digital solution developed within a pilot acivity in a test project to be considered as an investment?
- Regarding legal agreement on land where the activities are implemented, should this legal agreement be established before the beginning of the project, during assessment phase (meaning May 2023) or could said agreement be reached among the parts as an activity of the project during the first period of the project?
- In the Staff costs section of partners’ budget, what should be included in the “price per unit” field, considering that there is no field dedicated to the “number of units” and “Unit type”, as indicated in the Jems guide?
- During the application phase, do we have to know other projects currently in place and make synergies? Or shall we dedicate a part of our budget to such activities to be planned during implementation?
- Should only the activities related to management and reporting continue in months 31,32,33 / period 6?
- Expenditure related to the purchase of a license (subscription) to use software (i.e Life Cycle Assessment Software) for a defined period is considered as an external service or equipment?
- How detailed do external expertise, equipment and infrastructure (for investment) have to be defined in the AF? For instance, the small scale investment is a small solar plant – do we have to input costs for every part of the equipment (solar panels, inverters,…) or can we put down a sum of costs for equipment in one line?
- One of the planned costs will be solid wood for building and seedling/saplings of selected (tree/shrub) species. Are both costs eligible?
- In which period should the cost for verification be included?
- Regarding the inclusion of VAT in the budget, is VAT supposed to be included in any case or can the organization decide to not include it, because it will recover it through refunds?
- Does the automatic public contribution in my country apply also for any private partner’s benefit?
- Since there will not be a dedicated WP to Communication, will instruments such as rollups be reported in “Equipment” or “office costs”?
- Is the purchase of equipment for the implementation of pilot actions considered State aid relevant?
- Is the monthly percentage for each employee valid for the entire reference period? Can the working percentage be changed only after the end of the reporting period?
- Labor costs for land management can be considered as investment costs?
- Is it possible to have a separate contract with the same institution because the activities are different from the basic contract?
- Is new employment allowed for example new employment for the purpose of the project activity?
- When using flat rate for travel, is it necessary to request permission to travel outside the Programme area?
- Are travel and accommodation costs linked with all partner institution staff or only project team from partner institution?
- Can you make some examples of State aid activities you mentioned in the key points to be agreed with Project Partners?
- In our project, some SMEs (non partners) will obtain services from the project partners in the framework of pilot implementations. Those beneficiaries will be selected following an open call under pre-defined criteria. Those services have a maximum budget of 8400EUR (VAT included). How should we answer the question II.2 in the state aid section in JEMS? If the answer is YES, is GBER Article 20a the relevant scheme?
- Is the flat rate for office and administrative expenditures and for travel expenditures for partners from an EU Member State 15% or up to 15% of eligible staff costs? If we define a lower than 15% flat rate for one of the project partners, will it be acceptable?
- If I have submitted a transfer project, should I consider EUR 1 000 000 the total budget (80% interreg fund + 20% own fund) or the maximum reimbursement I can receive?
- Should the lump sum for the preparation (37.000 EUR) be calculated in the total maximum budget or on top of the total maximum budget? I.e if the maximum budget is 600.000 EUR do partners have 600.000 EUR + lump sum for the project preparation or the maximum budget of 600.000 EUR should also include the lump sum for the preparation?
- If a piece of equipment is dedicated and relevant for the development of the pilot action it is possible to include the whole cost in the budget and not only the depreciation?
- Do the expenditures for first level of control are eligible? What amount for verification have to be planned?
- What audit trail is necessary for preparation costs?
- When creating a Test project on JEMS and indicating a duration of 33 months, JEMS automatically sets 6 project periods in the budget section. Does this mean that we must allocate some budget also to period 6 (months 31-33), although this is only dedicated to administrative closure?
- Is it possible for the full partners (with budget) to cover travel expenditures for the staff of the associated partners to attend events and study visits?
- Given that affiliated entitites will not have their own budget, would it be possible for the partner to budget for their travel costs, to enable their participation in the project meetings and other events? Would these declared costs be eligible?
- Would the JS share a courtesy excel file to build the budget for project proposal?
- Can you please specify what exactly is meant by “the expected investments are related to pilot activities with a limited budget and scale.”?
- For the sake of financial reporting, is it correct that “fixed investments in equipment” are not subject to depreciation-based reporting, and can be reported with the full amount in one financial report?
- Can you please confirm that drones fall under the category of “fixed investments in equipment”?
- Are staff costs considered as in-kind contributions ? What is the definition of in-kind contributions in the context of the Programme?
- Are loans for use of equipment allowed within the consortium?
- Is there any limitation on international tenders for purchase of equipments?
- Regarding travel budget, why does Jems add automatically 22% of staff costs to the flat rate? When it is for EU locations the system indicates 15%. So is it possible for Jems user to change in this case 22% to 15%?
- Is it possible within an Interreg Euro-MED project to implement vouchers that can be distributed through cascade financing (distribute Interreg public funds through projects and intermediary organisations, i.e. public project partners)? if it is possible, in which budget line should it be considered?
- In case a project proposal has Communication activities that are horizontal, meaning that they will be common for all thematic WPs (eg. a conference related to all Thematic WPs), in which Thematic WP should be included and budgeted? Are there specific criteria according to which we should choose to include a Communication activity to a WP? Could we randomly choose where to budget and embody a horizontal Communication activity?
- Is there a limit for the budget of an IPA partner?
- Are there specific thresholds related to specific budget lines/categories (ie 15% for equipment, 30% for external expertise and services etc.)?
- Is there a maximum percentage of budget or recommended budget for investments in pilot activities carried out in test project, in particular for infrastructures?
- Is third party financing (cascade funding) eligible as a project cost?
- There is no Management Work package anymore. Will the partners have the possibility of allocating funds for the management and coordination of the project? How will they be able to declare these costs while submitting the claims?
- Are shared costs allowed?
- Is there also aids for overhead costs?
- Regarding the 80% that is mentionned as funding rate, is this percentage applied to all types of organizations (e.g. public, private, etc.)?
- Is there any possibility to cover the 20% not co-financed budget with national resources? Is pre-financing available?
