- A hosting partner purchased olive oil during a Kick-off Meeting event to distribute to partners. Is this an eligible expense?
- Can a project partner declare the travel costs of its president under the category “External Expertise and Services (EES),” knowing that this person is neither an employee nor a staff member of the organisation? Or are these costs also covered by the flat rates?
- Could it be an issue if, in a report, a partner declares a public contribution received from a local authority that was not foreseen in the Application Form (AF)?
- Are cash payments made by an in-house provider, in compliance with its internal regulations and certified by the National Controller, eligible for reimbursement under the Programme?
- Can a partner provide only the bank statement but not the full Financial Identification Form (FIF). Is it acceptable?
- Can the beneficial owners be modified in contracts from previous periods?
- What is the reference date for the payment of an invoice advanced by an employee? -The date the advance was received by the employee -The date the invoice was paid by the employee -The date the expense claim was received by the employer
- Can a task assignment be signed by an external expert who is also a member of the partner organization’s board of directors?
- Can a Partner declare staff costs for an assistant, even though no specific line for this position is foreseen in the AF. Can these costs be accepted? Should the AF be modified?
- What should be done if a STAT is signed by the same person (employee and supervisor)?
- How staff member should be declared in JEMS according to Interreg Euro MED Programme?
- How should staff costs be declared when an employee works under a secondary employment contract (e.g., based on Article 110 of the Labour Code in Bulgaria)?
- Can office supplies used during workshops (paper, notebooks, post-its, flip charts, etc.) be declared under “Office & Administration” or under “External Expertise & Services”?
- Can the costs for creating a stamp, printing, and renting cloud storage space be included under “Office & Administration,” or should they be considered as costs related to “External Expertise & Services”?
- Is the purchase of images an eligible expense ? If yes, what supporting documents must be provided to justify this cost?
- Are notary fees eligible if they are related to a visa procedure for an associated partner to attend an event?
- Are registration fees for a forum for external speakers (not partners and not associated partners) eligible?
- During a project dinner (e.g., Steering Committee meeting), can the entire restaurant bill be declared if it includes the share of a partner whose costs are already covered under the Travel and Accommodation budget?
- If a controller completed an “External Contract Checklist” for a contract during PR1, does it need to be done again for the same contract in PR2? (This concerns a service contract for the National Controller.)
- Do Slovenian national controllers have to complete the “External Contract Checklist” for contracts below €10,000 (excluding VAT)?
- Can a Partner declare equipment that differs slightly from the description in the Application Form (AF), as long as it remains in the same category (e.g., IT)? And does IT equipment such as a computer always need to be depreciated?
- Can the purchase and installation of a Wi-Fi router, as well as the monthly internet access fees, be considered as an eligible investment? According to the manual, internet access is classified under ‘Office & Administration’, but is it possible to qualify it as equipment within the framework of an investment related to a project (for example, to install sensors in a natural area that requires an internet connection)?
