  • I can see that de minimis declarations are automatically created even if the state aid checks have resulted as not relevant (hence, I would expect that that partners are not concerned by state aid). Do the state aid declarations should be submitted even if the checks are negative?
  • After the submission of proposal, is it possible to change or correct the name of the legal representative of an associated partner?
  • Declarations can be signed electronically ?
  • Partner declaration forms can be exported/downloaded from the export section of JEMS, but ONLY AFTER THE SUBMISSION OF THE APPLICATION. Does this mean that partner declaration forms, including lead partner declaration forms can be submitted after the deadline for the submission of project applications? Also, can you confirm that deminimis declaration forms need to be submitted as well? If this is the case, where can I find the template of the forms, can the forms be downloaded before the submition of the application form and what is the deadline for submitting them?
  • Should the partner declaration be signed on letterhead of partner that signs the document?
  • De minimis declarations are automatically created when downloading the Declarations, shall they be completed by all partners, even if not concerned?
  • Which kind of electronic signatures are recognised?
  • Is it necessary to add a copy of the identification document of the person in charge to sign a declaration?

  • If no one has received de minimis aid from France, should we upload a de minimis declaration stating that we have not received such aid, or do we only need to upload the declaration if we have received it?

Jems

  • CALL 05 – Why can’t I find where to enter Associated Partners in JEMS?
  • Since the Jems platform requires both languages to be inserted even if the Manual said that we have to chose one out of 2, can I just insert in the French part N/A?
  • The PDF version of the application form, exported from Jems, does not include a page for signature. How can I sign it?
  • All the fields of the Application Form are filled but the “Check and submit” button still sends back that some sections are missing. What can I do ?
  • Regarding travel budget, why does Jems add automatically 22% of staff costs to the flat rate? When it is for EU locations the system indicates 15%. So is it possible for Jems user to change in this case 22% to 15%?
  • How to register for the first time on Jems?
  • Why there is a “investment documentation” section in the application annexes? Is it mandatory to attach some documents about the investments?
  • How can I delete an attachment from the application annexes once the application is in “submitted” status?
  • In the budget section in Jems, regarding staff costs category, what should be included in the “staff function” cell?
  • Is it possible to attach pictures to the explanations?
  • I cannot find the country of the partners in the list of countries (section B.2 of the application form)

Missions and objectives

  • Are modular projects also related to missions? Some examples?
  • How many Thematic Community projects will be supported? Are they related to missions?
  • What is the difference between missions and specific objectives ?
  • Is the concept of missions the same as in the Horizon Europe Programme ?
  • As mentioned in the Manual, projects should tackle only 1 SO. However, it’s also mention that each WP of the project needs to have a SO. Do we talk about the same specific objectives?
  • Could project solutions contribute to more EU strategies/directives? Could they also contribute to other strategies not identified under the specific objective?
  • Can we merge two missions under the same project? Can we choose more than one SO under one mission?
  • How can I identify the UN SDGs indicators related to the mission, I want to address with my project?

Partnership

  • Can the same structure be lead partner in two different INTERREG projects simultaneously?
  • Can a private nonprofit entity that wants to submit a project for instance on circular economy be concerned by de minimis?
  • Which realities fall within the definition of a body governed by public law? Can a national association of municipalities or a regional environmental protection Agency being a Lead Partner, for example?
  • Is it possible to include PPs from outside the Interreg Euro-MED area once the minimum partnership composition requirements have been reached?
  • Will there be a database of potential Partners and Associated Partners to share ideas and potentially join up?
  • What does the IPA area of the Programme include?
  • Where can we find the Associated Partners declaration template?
  • Are international organisations eligible to participate as partners and receive funding?
  • If the applicant / partner is an NGO, is there a criterion for the age of the organisation?

  • Can a PP or LP apply in more than one project proposal?
  • If a project is selected and one of the partner quits over another project, is the consortium obliged to add a similar type of partner and what is the deadline to do so?
  • Can Lead Partners be from IPA countries?
  • Can partners outside the MED area do all the activities as normal beneficiaries of the MED area? For example, can they host an event for which all the other PPs would have to travel outside the programme area?
  • Can a large enterprise participate as a Partner/Beneficiary in a project?
  • Does a potential Lead Partner necessarily need to have a previous experience as LP?
  • Do the EGTC representing at least 3 members from 3 countries are considered by the Programme as 2 stakeholders from 2 members stated or just one?
  • Can SMEs participate as project partners?

Project budget

  • During the pre-application phase, do we have to mention the total eligible budget of each partner?
  • Regarding travel budget, why does Jems add automatically 22% of staff costs to the flat rate? When it is for EU locations the system indicates 15%. So is it possible for Jems user to change in this case 22% to 15%?
  • Regarding legal agreement on land where the activities are implemented, should this legal agreement be established before the beginning of the project, during assessment phase or could the said agreement be reached among the parts as an activity of the project during the first period of the project?
  • Should only the activities related to management and reporting continue in the last 3 months?
  • How detailed do external expertise, equipment and infrastructure and work have to be defined in the AF? For instance, the small scale investment is a small laboratory – do we have to input costs for every part of the equipment or can we put down a sum of costs for equipment in one line?
  • Regarding the 80% that is mentionned as funding rate, is this percentage applied to all types of organizations (e.g. public, private, etc.)?
  • Given that associated partners will not have their own budget, is it possible for project partners (with budget) to cover travel expenditures for the staff of the associated partners to enable their participation in the project meetings and other events?
  • Should the lump sum for the preparation (37.000 EUR) be calculated in the total maximum budget or on top of the total maximum budget?
  • How should the cost for certification be included in the budget?
  • Would the JS share a courtesy excel file to build the budget for project proposal?
  • Is there a maximum budget set per project depending on the category of project? If I have submitted a transfer project, should I consider EUR 1 000 000 the total budget (80% interreg fund + 20% own fund) or the maximum reimbursement I can receive?
  • Is it possible that a private operator retain the owership of an investment after the project?
  • As part of a pilot action, if the whole costs fall under the category of external costs, but it is linked to concrete measures on a pilot area, do we need to fill out the section “Investment”?
  • Shall staff costs be entered at the level of individual staff members and per period, or as a total amount per period only ?
  • Is VAT eligible for the Programme, if the total cost of the operation is lower than 5M€, for all partners, including private entities that can recover VAT on the basis of their national legislation?
  • What proof should be provided (and when) if a partner expects to receive a grant to cover all or part of the 20% co-financing (convention, agreement…). If the grant is not certain, is it possible to indicate that the 20% will be covered by self-financing, even if it means receiving the grant later?
  • Is a digital solution developed within a pilot acivity in a test project to be considered as an investment?
  • Regarding the inclusion of VAT in the budget, is VAT supposed to be included in any case or can the organization decide to not include it, because it will recover it through refunds? 
  • Since there will not be a dedicated WP to Communication, will instruments such as rollups be reported in “Equipment” or “office costs”? 
  • Is the monthly percentage for each employee valid for the entire reference period? Can the working percentage be changed only after the end of the reporting period? 
  • When using flat rate for travel, is it necessary to request permission to travel outside the Programme area? 
  • Is the flat rate for office and administrative expenditures and for travel expenditures for partners from an EU Member State 15% or up to 15% of eligible staff costs? If we define a lower than 15% flat rate for one of the project  partners, will it be acceptable?
  • If a piece of equipment is dedicated and relevant for the development of the pilot action it is possible to include the whole cost in the budget and not only the depreciation?
  • What audit trail is necessary for preparation costs?
  • Can you please specify what exactly is meant by “the expected investments are related to pilot activities with a limited budget and scale.”?
  • For the sake of financial reporting, is it correct that “fixed investments in equipment” are not subject to depreciation-based reporting, and can be reported with the full amount in one financial report?
  • Are loans for use of equipment allowed within the consortium?
  • Is there a maximum percentage of budget or recommended budget for investments in pilot activities carried out in test project, in particular for infrastructures?
  • Is third party financing (cascade funding) eligible as a project cost?
  • Is there any possibility to cover the 20% not co-financed budget with national resources? Is pre-financing available?
  • Is there a threshold for investment, including investment in infrastructure and investment in equipment?
  • What does it mean that the investment in infrastructures need to be expressly accepted by the JS?
  • Can each partner choose its own cost option regarding travel and accommodation costs?
  • Is there a limitation in the budget for same country partners?

Project content

  • Shall the mandatory activity “monitoring the project carbon footprint” and “contribution to the result amplification strategy » be a stand-alone activity in the work plan or be described in the already present activities?
  • Should each activity have at least one deliverable ?
  • Is there a limit to the number of activities on each WP?
  • Is it mandatory that at least one WP will last for the whole duration of the project?
  • In the final partnership, can there be project partners that do not implement a pilot in their territory? Meaning their collaboration in the consortium would be dedicated to other aspects.
  • Concerning the transfer projects, is it relevant to transfer the results of a single past project or rather several projects?
  • Can mandatory activities be added as separated activities/WP or do they need to be embedded in the technical activities?
  • In case we would like to organize a final meeting or symposium to communicate all the results/outputs of the project, do we have to mention it in each WP?
  • Could tested tools and methodologies be adapted/modified up to a level in order to be included in transfer projects?
  • Can one project produce both jointly developed solutions and jointly developed strategies / action plans? Or shall it focus on one output indicator only?
  • Is the duration of the closure period included in the total duration of the project already set? How long shall it be?
  • WPs for project management and for communication activities are not foreseen and should be budgeted in the WPs related to the project implementation. Where should those activities be mentioned and budgeted? Where should the deliverables for those activities be indicated?
  • As the MED ACADEMY is an “obligatory” activity to the project, is there a need to have it as a stand alone activity or can we have it as part of a “Capacity Building” mega activity ?
  • Can we add an extra explanation in the specific objective of each Work Package besides what is already specified in the Result Amplification Strategy ?
  • Will projects include civil society (associations, citizen groups..) ?
  • Is there a specific attention given to cities and metropolitan areas ?

Project typology

  • “Test projects are expected to experiment common instruments, policies, strategies and action plans already developed to validate concrete solutions to be transferred.” What can be considered as ‘common instruments, policies, strategies and action plans already developed’. Are they only papers or documents one? Or could an already developed methodology, tool, or technology be considered as an ‘instrument’ and therefore be appropriate if we were to test it in a different setting or environment?
  • Is it also foreseen for test projects to conduct transfer and capacity-building activities themselves or will this be facilitated and implemented only by the project type that facilitates results amplification, e.g., governance projects?
  • Is there a maximum duration for projects?
  • When will the next calls for thematic and strategic territorial projects be launched?
  • Is piloting expected from study projects?
  • Is a study phase recommended before testing and transferring the project or can it be based on experience?
  • Are small-scale projects foreseen in future calls?
  • Are there restrictions for the participation of governance projects’ partners in thematic projects ?
  • Apart from diffusion of results to other territories, which are the differences between thematic and governance projects? In terms of participating institutions, budget, etc?
  • Does strategic territorial projects have to deal with study, test and transfer modules or can they choose 2 out of 3 modules ?
  • Could Thematic projects combine different modules for example testing and transferring?

Project website

  • Will project partners be entirely free to edit and customise the project website hosted and provided by the Programme?
  • Will the project website be a sub-domain of the Programme website? Will the partners have the possibility to install any plugins they’d like on their website?

Specific questions for the call 04

  • We have the possibility of an in-kind cofinancing, in the form of infrainstructures, coming from a private company. Would this be possible? Would in this case the name of this company be recorded as donors, and at which level would it be possible?
  • Is it compulsory for the ongoing 4th Call to have at least 1 activity per WP that last for all the project duration (33 months)?
  • If the project proposal submitted by the lead partner does not come from results previously obtained in programs such as Interreg EuroMed, PRIMA/HORIZON, LIFE and EMFAF (DG Sea), will the submitted proposal be automatically excluded from the evaluation?
  • Can the same structure be lead partner in two different INTERREG projects simultaneously?
  • Is the theme of sustainable bioeconomy, which is present in the objectives addressed in the ToR on Innovative Sustainable Economy, a condition of project eligibility or also projects that do not directly address sustainable bioeconomy can be submitted in the framework of the 4th call under this Mission 1?

  • Concerning the first call for proposals and regarding the budget for external expertise and services, should we detail the budget forecast of external for the 4 first semesters only, and leave the overall remaining amount of external in the smester 5 without reallocating among the rest of the years and without any details in these costs?
  • Should governance projects be based on the results of previous projects?
  • Regarding the 1st call on Governance projects, in the application form, are you expecting an 80-months working plan or a shorter one?
  • Could you please provide a comprehensive list of mandatory activities for Thematic Community and Institutional Dialogue projects ?
  • Can we include the mandatory activity “Coordinating with TCP or IDP and JS” in only one Work Package (WP)?
  • Who is eligible for governance projects? What is the typology of partners for governance projects? Are governance projects only open to institutional actors?
  • What type of partners are expected in an institutional dialogue project? Are you expecting only institutional partners?
  • How many governance projects will be approved?
