    Klaster Centar za razvoj turizma – KCRT (Tourism Development Cluster Centre), based in Bar, Montenegro, is interested in establishing new international partnerships for current and future Interreg Euro-MED calls and other European cooperation opportunities.

    Our interest is not limited to a specific call, mission or funding period.

    We are looking to build long-term partnerships with organisations, institutions, research centres, local and regional authorities, universities, development agencies, NGOs and other stakeholders interested in developing and implementing meaningful European projects.

    KCRT works at the intersection of sustainable tourism, local and regional development, green transition, cultural and natural heritage, rural development, entrepreneurship, digitalisation, education, inclusion and stakeholder networking.

    What KCRT can bring to a partnership

    As a Montenegro-based organisation with an established local, national, regional and international stakeholder network, KCRT can contribute through:

    project development and implementation in Montenegro;
    stakeholder mapping, mobilisation and multi-level cooperation;
    access to tourism SMEs, local producers, rural households, tourism organisations, municipalities, NGOs and local communities;
    sustainable tourism and quality standards;
    transfer, adaptation and testing of European methodologies and solutions;
    pilot and demonstration activities;
    capacity building, training and mentoring;
    sustainable, rural, cultural, nature-based and experiential tourism;
    green transition, circular economy and zero-waste approaches;
    integration of local and organic products into tourism value chains;
    development of authentic tourism products and experiences;
    digitalisation and development of tourism-related databases and platforms;
    communication, dissemination, visibility and capitalisation activities;
    organisation of B2B events, conferences, workshops, fairs and stakeholder meetings;
    cooperation with institutions, businesses, experts and local communities across Montenegro.
    Our experience and current development work

    KCRT has developed and implemented initiatives connecting tourism, ecology, organic production, local products, traditional crafts, cultural heritage, entrepreneurship and local communities.

    One of our central initiatives is the project “Enhancing the Sustainability of Tourism Development in Montenegro”, which includes:

    analysis and mapping of the sustainable tourism ecosystem;
    development of a database covering more than 1,000 tourism and related stakeholders;
    development of sustainability and quality criteria;
    preparation of the first national-level standards for sustainable tourism and organic production;
    capacity-building programmes and professional workshops;
    transfer of knowledge and European good practices;
    development of digital solutions and tools supporting tourism;
    strengthening cooperation between public institutions, tourism organisations, businesses, NGOs, experts and local communities.

    Through EcoLife Montenegro and EcoLife Karavan, KCRT has also developed a broad cooperation platform connecting sustainable tourism, local economies, organic production, gastronomy, crafts, culture and destination promotion across different regions of Montenegro.

    Our activities have included cooperation with municipalities, tourism organisations, ministries, chambers, international organisations, research institutions, hotels, tourism companies, local producers, professional associations and civil society organisations.

    Areas in which we are particularly interested

    We are open to cooperation across a broad range of themes, including but not limited to:

    sustainable and regenerative tourism;
    climate resilience and climate adaptation;
    green and circular economy;
    natural heritage and biodiversity;
    cultural heritage and creative industries;
    rural and community-based development;
    sustainable destination management;
    smart and digital tourism;
    digital transformation;
    sustainable mobility;
    energy efficiency and green buildings;
    zero-waste solutions;
    sustainable food systems and organic production;
    local value chains and short supply chains;
    entrepreneurship and SME development;
    social innovation and inclusion;
    accessibility;
    skills development, education and lifelong learning;
    youth and women empowerment;
    territorial and regional development;
    smart villages and rural revitalisation;
    data, digital platforms and innovative services;
    sustainable events and destination promotion;
    internationalisation and market access;
    transfer and capitalisation of existing European project results.
    Open invitation for partnership

    KCRT is open to partnerships for all current and future calls for proposals where our experience, network, territory and implementation capacities can bring added value.

    We do not wish to limit our cooperation to one specific Interreg Euro-MED call or programme priority.

    We are interested in:

    joining consortia that are currently being developed;
    contributing to new project concepts from an early development stage;
    providing Montenegro as a pilot, demonstration or transfer territory;
    acting as an implementation, communication, dissemination, stakeholder engagement or capacity-building partner;
    cooperating on transfer and capitalisation of results from existing European projects;
    jointly developing new project ideas for future calls;
    establishing strategic partnerships that can continue beyond one project or funding programme.

    We particularly welcome contacts from organisations that are looking for a reliable and active partner from Montenegro with strong access to local stakeholders and the capacity to translate European project concepts into practical activities on the ground.

    We believe that the strongest European partnerships are not created for one call only.

    Our objective is to build partnerships today that can generate projects, knowledge exchange and joint initiatives for years to come.
