    Overview:
    The project MADAME proposes to transfer models and tools designed for the adaptation to climate change impact in the Mediterranean Coastal Regional Economies.

    Models for forecasting territorial impact of Climate Change: quantitative models for the definition of possible scenarios induced by the combined effect of sea level rise and storm surge events on coastal territories with a tourist vocation, due to climate changes (CC) acting at different time horizons and spatial scales for various climatic projections (IPCC-AR6 2021).
    Methodologies for the feasibility analysis of investments in innovative infrastructures for sustainable tourism. Cost benefit analysis of public investments in infrastructures in new services and products for tourism in regions concerned with Climate change impact.

    The proposal capitalises on the results of various research and cooperation projects implemented by the University of Basilicata in EU financed programme, INTERREG. Among the main examples:
    THEMATIC Interreg ADRION project. A project on cultural and naturalistic tourism that has developed methodologies for the evaluation of public investment in innovative digital and physical infrastructures for sustainable tourism. The project produced guidelines for the feasibility analysis of investments in the tourism sector, and pilot models of innovative services for sustainable tourism.
    SAVEMEDCOASTS and SAVEMEDCOASTS-2 EU-funded projects that have produced quantitative models for the definition of possible scenarios induced by the combined effect of sea level rise and storm surge events on coastal territories with a tourist vocation, due to climate changes (CC) acting at different time horizons and spatial scales for various climatic projections (IPCC-AR6 2021).

    What we want to transfer:
    • Models for assessment and forecast of the economic impact of Climate Change (CC) on Economic activities in Coastal Areas (Tourism, Agriculture, Transportation, etc.),
    • Feasibility analysis of investments in infrastructures and systems for adaptation and resilience.
    • Pilot projects models for sustainable services in tourism sector.

    Inputs of the models: Quantitative and qualitative data and analysis on: territorial, geographical, climatic, ecosystem services, microeconomic structural data on the tourism sector, agriculture, transport infrastructures.
    Outputs of the model:
    • Forecasts on risks of coastal inundation due to seal level rise, extreme storm surge events at different return times (10, 100 years), cascade effects, damage/integrity mapping, etc,
    • CC adaptation and contrast measures;
    • feasibility analysis of investments strategies at the local level for adaptation and resilience.
    • Pilot projects in sustainable tourism services.

    Value added of models compared to existing models:
    • expeditive model for flooding scenarios, time horizons and spatial scales of the forecast;
    • interoperable spatial decision support system;
    • elaboration of operational guidelines for planning and management.
    • Tested and transferable models of innovative services for sustainable tourism.
    Who developed the models:
    • CGIAM in EU projects “SAVEMEDCOASTS” and “SAVEMEDCOASTS-2” (DG-ECHO) in partnership with INGV, AUTH, CMCC, ISOTECH, etc.
    • University of Basilicata, in EU project “Thematic” (Interreg Adrion) etc. in partnership with Basilicata Agency for Territorial Promotion, regional development, entrepreneurial promotion agencies, etc.

    Transferability potential to the Euro-MED Area:
    The problem of CC is common to the whole Mediterranean Basin. The structures of agriculture, tourism, and transportation have common features and common vulnerabilities. The data used are available for the whole Mediterranean Basin.

    Area of activity of Potential Partners:
    Local planning and management authorities of economic policies for Agriculture, Tourism, and local transport infrastructures. Higher education and research in the fields of: Climate Change, coastal risks, cascade effects, damage/integrity model, and decision support tools for the integrated evaluation of CC impacts on coastal zones.

    Examples: Local development agencies, territorial Administrations, Local and Regional Institutions, Environmental and Civil Protection Authorities, Research and Higher education Institutions.

    Competencies and skills of the potential partners:
    territorial/land planners and policymakers, investment evaluation specialists climatologists, GIS specialists, economist

The Primorje-Gorski Kotar County is a unit of regional self-government encompassing 14 cities and 22 municipalities with total population of 265.419. The seat of the County is in Rijeka. The County performs its activities through 11 departments with regional competences dealing with spatial and urban planning, regional development, tourism, entrepreneurship, rural development, sports, culture, technical culture, youth, planning and development of network of educational, health, social and cultural institutions.
