I’m a representative of the Bulgarian Association of Recycling (BAR), the largest and oldest network of independent operators in the field of waste collection and recycling in Bulgaria. We actively participate in developing positions on the legislative and strategic framework of the recycling sector in the country. Our experts conduct trainings and workshops for various stakeholders in the public sector. In addition, we promote the adoption of the waste hierarchy among the general public through educational materials and workshops tailored to the public. Currently, we are working on an Interreg Europe project and with pleasure will contribute to your project proposal.

I’m writing on behalf of the Center for Development of the Pelagonija planning region (CDPPR), from Macedonia. We represents public institution for regional development, representing 9 municipalities in the Pelagonija planning region. Our institution prepares project proposals for development of the planning region and for the areas with specific developmental needs. It coordinates the activities related to the implementation of the development Program of the planning region and realizes the projects for development of the planning region. It also promotes protection of environment, tourism and developmental opportunities of the planning region. We have experience in project implementation by various donors and finance instruments (national and international), not directly in EUROMED, but experienced in another Interreg program (IPA CBC).
In the moment we are working on big national project for Regional waste management, construction of facilities for solid waste disposal, equipment and creation of methodology and organization for putting all this in function that will be managed by new established entity. For this reason and long term sustainability we are in need to establish a system for payment by quantity of waste produced by the municipalities, which is in full alignment of the topic and activities in your project.

my name is Gancho Kolaksazov and I am representing the Institute for technology transfer and innovation, Plovdiv, Bulgaria. The Institute for Technology Transfer and Innovations (ITTI) is a HUB working towards the creation and the development of a national innovation infrastructure, the spreading of new knowledge, the stimulation of technological entrepreneurship, the transfer of knowledge and technologies and the market application of innovative products. The activities of the Institute serve as a mechanism for the development and financing of research, development and application of innovations. Critical focus in the work of the Institute is the development of cooperation between the business and the scientific community. We work towards the building of knowledge, skills and attitudes on climate change, circular economy and sustainable development both within the European Union and beyond. At the same time the Institute is developing analyzes, strategies and plans for local and regional authorities that can best support innovation and use it to encourage economic growth and employment.
Our team is currently working on two CERV “network of towns” projects which main focus is on the green and circular local policies. The circular economy is a model of production and consumption that minimizes waste and encourages its reuse as a resource. As early as/Back in 2005, the EU adopted a strategy to prevent the generation and recycling of waste, which also sets the long-term goal of making the EU a “recycling society”. The four new waste directives in the recently adopted Circular Economy Package introduce new waste management objectives in terms of waste prevention, reuse, recycling and landfill. The hierarchical ranking of waste activities promotes, above all, the prevention of waste generation, followed by reuse, recycling and recovery, and the disposal (disposal, incineration) of waste is the last in this ranking and the most undesirable option. The main goal of the project proposals is the cooperation and intensive exchange of good practices in the process of waste management and landscape policies. Research and analysis of the policies implemented by the municipalities and the city governments in the field of garbage collection and processing as a basis for achieving the goals of the green economy.
