Concerning the public tenders, the rules vary according to the qualification of the need, as well as the value of the purchase and the legal status of the entity performing the service.
Three levels of rules have to be taken into consideration when preparing contracts: EU rules (i.e. public procurement directives for ERDF partners), National rules, Internal rules of the organisation The strictest rules must always be applied and this principle may apply to all partners falling under the scope of public procurement procedures (public or private partners, ERDF or IPA).
